Not usually, but an invoice creates a monthly record of what was due and what was paid. If you bill back utilities or charge late fees, it is the document that makes those charges enforceable.
Only what the lease allows and only within state limits (many states cap late fees at 5–10% of rent or a flat amount, after a grace period). Show it as a line with the date rent was received.
